From Al-Shabab... .now to Al-Qaeda

A computer-doctored image of the alleged Kampala "suicide bomber"

On the night of Sunday July 11, 2010, Ugandan intelligence alerted President Yoweri Museveni at State House in Entebbe that there had been a series of bomb blasts in Kampala. First indications were that the dead and injured were over 20.

Museveni, to the surprise of intelligence, casually remarked that he would handle that the following day. What surprised some intelligence officers was the lack of surprise or concern by Museveni. He was very casual about the reports he was being given of the bomb blasts.

The following day, he made his way to Kampala to the Ethiopian Village Restaurant at Kabalagala and the Kyadondo Rugby Club at Lugogo. He was still in that casual mood that intelligence had seen him display when he was told about the attacks.

By Monday afternoon, according to Uganda Record sources, word had gone round among the intelligence community that these bombs had in fact been masterminded by none other than Museveni himself.

Several senior army officers knew this and explained to their alarmed families that they were not going to lose sleep over the attacks, because they knew perfectly well who was behind them.

It was this specific intelligence that led the Uganda Record, from the very beginning, to posit the theory that the bomb blasts were state-orchestrated and a continuation of several such bombings dating back to 1998 at various places in and around Kampala.

A Rwandan intelligence operative stationed in the Rubaga area of Kampala pointed a source to the heavy human and vehicle traffic around the bus park near the New Tazi Park and said these buses were mostly repaired and fueled by Somali mechanics.

The operative argued that had Al-Shabab wanted to target Kampala and inflict the heaviest human toll possible, they would have felt their way round the unfamiliar city by making contact with the Somali community in Kampala.

That community, if it had sympathizers, could easily have suggested these very buses and the taxi and bus parks as the best places at which to plant bombs.

Late on Monday afternoon, July 12, 2010, Al-Shabab claimed responsibility for the attacks. A Daily Monitor journalist who first contacted Al-Shabab within an hour of the blasts said the militants seemed to be surprised by the news of the attacks.

They later would express their satisfaction at the success of the bombings but still not claim responsibility.

Then once the world news media placed the blame on them and they started to get hundreds of congratulatory phone calls from Islamist militants from all over the world, with many young men volunteering to enlist with them and offers of money and arms being made as well, Al-Shabab quickly sensed a moment not to be squandered and suddenly claimed it hand in the bombings.

Appearing on the KFM talk show, the Hot Seat on Monday July 19, the former host of the show and now Managing Editor of the Independent news magazine, Andrew Mwenda, spoke at length and with confidence about how Ugandan intelligence had established in various reports a link between Al-Shabab and the Ugandan rebel group, the Allied Democratic Forces or ADF.

Mwenda was full of praise for Uganda's military intelligence and how under Brig. James Mugira the Chieftaincy of Military Intelligence had instituted systems, reduced on such practices as illegal detentions and the agency was now much more professional than ever.

The way Mwenda spoke up in praise of the CMI under Mugira sounded much like his frequent praise heaped on President Paul Kagame's Rwanda. Mwenda said the ADF's leader, Jamil Mukulu had rebel assets based on the Democratic Republic of Congo, Kenya, and Uganda. Mukulu, Mwenda said, was based in London.

Meanwhile, with all the blame being leveled at Al-Shabab, the supposed collaborator with the ADF, by today Monday July 26, 2010, the ADF had not claimed any joint responsibility with Al-Shabab in the attacks on Kampala, something that it should by now have done to reinforce its image as successful.

The army spokesman, Lt. Col. Felix Kulaigye, later joined Mwenda on the Hot Seat. In stating his case, Kulaigye quoted the day's Red Pepper tabloid issue, July 19, 2010, in which a member of the public said he had seen suspicious people who spoke Arabic and appeared to be Somali at the Kyadondo Rugby Club on the night of the bomb blasts.

It was curious that something as major as this should have first been published by the Red Pepper and not in the more mainstream newspapers, the New Vision andDaily Monitor, who in the public's mind are more believable. Curiously too, Kulaigye pointed readers to the Red Pepper for the story.

Since Ugandan intelligence often leaks stories to the Red Pepper as a means of gauging public reaction, it was difficult to know what to make of this casual aside by Kulaigye in referring to the Red Pepper story as solid proof of Al-Shabab's hand.

The Hot Seat host, Charles Mwanguhya-Mpagi told Kulaigye that since the attacks a week earlier, he had not heard a single government official apologise to Ugandans over the state's failure to protect them from the attacks. Kulaigye did not respond to Mwanguhya's observation.

On Tuesday, July 20, a source at the Daily Monitor said the Uganda Police had started probing the bomb attacks but as the source put it "evidence pointing to Al-Shabab is getting dimmer and dimmer."

By Thursday evening July 22 the Daily Monitor source said police investigators had failed to find any trace of evidence pointing to Al-Shabab.

The following day, true to the report by the Daily Monitor source, by Friday July 23, the Red Pepper had suddenly stopped reporting on Al-Shabab and was mentioning in its place the Al-Qaeda group led by Osama bin Laden.

In its Sunday edition of July 25, the Red Pepper persisted with naming Al-Qaeda and not Al-Shabab in its lead story purporting to have details of the FBI's preliminary report.

Why, after all the initial emphasis on Al-Shabab, was the finger suddenly being pointed to Al-Qaeda? Had the FBI agents who descended on Kampala failed to find any link between Al-Shabab and the bomb blasts?

Meanwhile, on Wednesday night, July 21, 2010, Lt. Col. Kulaigye appeared on the NBS television programme The Barometer, hosted by Tony Owana. Owana is an editor at the army's magazine Tarehe Sita and also a columnist with the Red Pepper.

A viewer of that show sent the following SMS to the editor of the Uganda Record: "Kulaigye is on NBS TV. He talked about you, but didn't give any substantive response to your articles on the bombings. [The interviewer] Buyinza pointedly asked Kulaigye for his views on your [Uganda Record] articles. Buyinza mentioned [President Museveni's son Lt. Col.] Muhoozi [Kainerugaba] being at Kyadondo [Rugby Club], which gave Kulaigye the chance to evade the gist of Buyinza's question.

Kulayigye simply said something to effect that Muhoozi, as an issue, has been over-blown, and mentioned [U.S. President George] Bush Sr./Bush Jr., etc. That Kulayigye, a skilled spin doctor, would evade the gist of the question, scares me even more…"

This viewer attended the same school as Tony Geoffrey Owana, St. Mary's College Kisubi, where Owana was known as Anthony Buyinza.

This viewer touched on something important. The Uganda Record is about the only Ugandan and among the very few worldwide, if at all, that have questioned the official and now widely-believed version of the July 11, 2010 Kampala bombings. It has consistently claimed that the bombs were masterminded by President Yoweri Museveni.

Even after Al-Shabab claimed responsibility, the Uganda Record treated this as a publicity-seeking tact but still insisted that this was a deed orchestrated by Museveni.

Here was the army spokesman, being interviewed by a friendly editor of the army magazine and being asked by Owana pointed questions about the Uganda Record's claims.

Rather than dismiss the Uganda Record as deluded conspiracy theorists, Kulaigye evaded the subject and did not once question or dismiss the Uganda Record's serious allegations.

Why?

Because, as the Uganda Record asserted from the very start, the Kampala bomb blasts were not the work of Al-Shabab. Further evidence of this has come in the article above by a Somali analyst in London indicating that the photographs published by Ugandan police pointing to one of the supposed Kampala suicide bombers was, in fact, a doctored image of the former Somali Prime Minister, Prof. Ali Geedi.

Within a few days or weeks, even the claim about Al-Qaeda will start to fall apart and as the Uganda Record had been predicting, there will be a sudden move to block the Ugandan media from reporting anything further about the Kampala bombings --- just as happened in April 2000 when the Museveni government's hand in the Kanungu cult massacre started to become public.

Interpol's fake images of Kampala "bombers"

The weekend of the World Cup massacre (July 7, 2010) in Kampala that caused the death of 74 people came at the least expected time:

It came at a time when the whole world was at stand still and united in enjoying the long awaited final play of the last leg of the World Cup; a time that nations of the world forgot what divides them but instead embraced what unites them as human beings.

It came at a time the Israeli prison guards and the Hamaz inmates voluntarily shelved their disparity, time arch rivals were betting on the same team, time the world marked environmental awareness by taking millions of cars off the road, time the citizens of the world except the Somalis, under the control of Harakat Al Shabab Mujahidin, joined hands in celebration.

The reconstructed pictures of the two suspects raises more questions than answers and thus injects heavy dose of mistrust in the already what is fast becoming suspicious investigation.

The picture on the left is the true picture of Professor Ali Geedi, the then TFG Prime Minister in his office two years back. The reconstructed photo is the same photo but doctored poorly – just the head of the suspect is super imposed on the professor's picture but the jacket, the shirt and the flag at the background confirms that the photo from Interpol is not genuine at all.

The left photo is that of a clergy man who by the look of his style of dress appears most probably to hail from West Africa or perhaps Sudan but the image on the right is depicting a DJ who mixes Somali music tracks in Sweden.

This is sending a conflicting message as it is impossible for Al-Shabab member to allow himself to pause for a photo in an atmosphere that is remotely connected to music as music is considered by Al-Shabab as the voice of Satan.

The two images of the reconstructed faces of the suspects have no or little semblance to Somali but the intention of the creators of this poor forgery is clear beyond any doubt --- the Somali flag background in the first image, a flag that Al-Shabab never hoists for its symbolism, and the Somali related poster on the second says all.

Despite the claim of Al-Shabab, a coalition of Ethiopian and Ugandan intelligence work was the strongest suspicion among many that surfaced in Uganda, nevertheless these pictures are casting a long shadow on the trust people had on the investigation work of 60 FBI officers, Scotland Yard team, MI5, etc.

For the first time in history, the world's law enforcement elite turned up in Kampala to investigate what was usually ignored --- the black African death and disaster never before has been classed as an international issue.

The Ugandans who have good reasons to be suspicious of President Museveni's regime received the arrival of the international team with jubilation though they were aware that the motive behind this unheard international interest centre upon the fact an Americans and other non-African nationalities were among the casualties.

What the Uganda Government doesn't want us to hear

Within hours the Ugandan Government pointed the finger at Al-Shabab and in the next day the government was circulating that it could be a joint operation between Al-Shabab and the ADF, the first time ever the government mentioned that the ADF and Al-Shabab have a working relationship.

The government also said that because Al-Shabab threatened to bomb Uganda several months ago possibilities of others to have carried the bombing can't be discounted.

The Ugandan government broadcast that they have recovered the head of the bomber from the site and it has the features of a Somali --- the head could belong to Somali, Ethiopian, Eritrean, Sudanese, etc and could have been a victim like the Americans and other nationalities who were caught in the heinous act.

Surprisingly the head wasn't disfigured and was identifiable despite the blast that killed so many and maimed many more was strapped on his body --- very hard to conceive to see such miracle which is mostly exclusive to the prophets to happen in Kampala at this scientific age.

It reminds me of Mogadishu, Somalia medical student's graduation ceremony bombing last year in which the weak TFG blamed an unclaimed body as the perpetrator --- African governments need no investigative work to establish the truth about anything.

A commission of 12 members were assigned to investigate the medical students bombing and they melted away as soon as the news faded away from the headlines. No one knows who was behind the Mogadishu up to the time of this writing.

Kampala– Timothy Kalyegira, a former Daily Monitor columnist and current publisher of Uganda Record, an online newspaper, yesterday became the first Ugandan to face sedition charges arising from the use of new media.
Police on Monday summoned Mr Kalyegira to appear for interrogation over reports that questioned whether it was really the Somali-based militants, the al-Shabaab, that bombed and killed atleast 80 people and injured others in Kampala last month.

He was yesterday charged with sedition and released on bond after spending seven hours at Kira Road Police Station. Daily Monitor’s Investigations Editor Chris Obore and society writer Robert Kalumba stood surety and were ordered by Divisional CID boss Prudence Haguma, to produce Mr Kalyegira in police today for further questioning. She refused to comment about the proceedings. A Ugandan opposition leader said his car was physically pushed by other vehicles on Sunday as the outspoken government critic sat in the vehicle trying to enter the resort hosting the African Union summit.

Olara Otunu was invited to attend the opening ceremony of the AU meeting by Uganda's foreign ministry. "We passed all the initial checks and security points. We even got a slip from security saying we were cleared," the former UN undersecretary general told AFP.

Three vehicles pushed his car while he was still inside after he refused to move it from the final gate where he had been stopped by security.

"The security agents started shouting 'knock them, push them'. The three vehicles started knocking us from behind. They actually pushed us towards the gate," Otunnu said.

It was the second confrontation with government vehicles since his return from exile last year. In December, Otunnu's car was forced off the road by a convoy of trucks belonging to the presidential guard, who blamed him for overtaking them.

The Director of Public Prosecutions has sanctioned charges of promotion of sectarianism against Uganda Peoples Congress president Olara Otunnu. “We are waiting to see if he won’t also appear in court as he did to police,” said a police source, who preferred not to be named because they are not authorised to speak to the media. If the prosecutor submits the file, the court in Lira will be required to summon Mr Otunnu.

The submission of the case file to the DPP, Mr Richerd Butera, came after Mr Otunnu declined to record a statement at CID over comments he allegedly made on Radio Lango about the two-decade war in northern Uganda in April. Promotion of sectarianism attracts a five-year sentence on conviction.

At 2:24 AM on a chair no doze, something passed like a shock. I felt the impact and.... sound crumb striking across the wall.

Everything dancing in the room– I scan from a wide mirror adjacent to where I was facing. The well lit room remain in disarray.

I turn around and looked at the window, my bed, sideboard but all I could see was up and down movement. “I’m thinking it was a nightmare but seem to be a turmoil.” I kept that in mind before I strike to pen down this night hazard.

I wonder whether it was really a natural disaster or our traditional ancestral spirit. Now,“would it be the power of our pass or the real Quaker? Time passes me in darkness. I fail to sleep. I turn on the TV, no breaking news.

At 3:38AM a huge sound again. I heard a flowing sound preferably of trucks. Again the shaking lasted fro another 1o minutes while glasses and closet shatter continues to shake.

The noise reduces although I could hear a usual wave flowing through the window that made my night sleepless.
I confess this is hilarious at the beginning of the first day of the month I was born.

Bet me– each leg weighs fifty–pounds. Hippos save energy because of the thick layer of fat under its skin. It spends seventy per cent of its life in water.

At Queen Elizabeth National Park in Uganda, the close-up beach hippo looks marvelous. The beach master looks impressive as it commands hippos within its territory. The body cools down because of a pink pigment beneath its skin, which prevents it from getting over-heated.

The beach master wiggles its tail furiously before it starts to fight. Hippos hear sound above and below water surface. We understand very little about sound it makes to communicate with the female.

God made man the overall boss of the universe. Man’s inventions and discoveries make humans unique from animal. Don’t be fooled– there is one winner in two different environments. A hippo trespassing upon human territory’ especially if it is considered a treat may find itself shot dead. Likewise, a human who finds themselves face to face with a hippo on their turf will loose hands down. Every year humans further encroach onto animal habitat no-wander we get into trouble with nature.

Hippos are born in water and within a few days the mother introduces the newborn to the hippo-herd. If the beach master feels that a male calf threatens his position of dominance, he will show his teeth as a sign of aggression in and attempt to protect his territory. In extreme cases a beach master may even separate a calf from its mother and kill it. One way that the threatened beach master kills a calf is by holding the calf under water until it drowns.

Before you connect the wires, be aware of how the machine might respond. Today, the National Geographic Documentary said. “Hippo swallowed Paul Templer, from the head to his waist.” He survived and made a full recovery -except for the loss of his left hand. It was a heart-breaking, life and death decision. When the families gathered around to hear if the relative is trapped in the coalmine.

Hippos come out of water in search of food. They are herbivorous-eating up to 100–pounds a single night. Hippos look for grass venturing into human territories, as is the case in areas surrounding the Murchison Falls in Uganda.

They minds their own business, even if when sighted on land or around town. Their body weight feels sixty times heavier on land than in water but in spite of their weight and short legs, they are fast and can run up to 50 kilometer per hour on land.

The hippo’s trail is like man-made road. It’s very dangerous for anyone to follow this highway because it’s being used often by owners; for example according to a tvo documentary aired early this year, a man only identify as Tembo who was in the forest on the hippo’s trail met his death in eastern end of South Africa. The game rangers confirmed in a documentary the disappearance of Tembo into the jungle

Like lions, hippos have no predators. The lion might try to kill a hippo, but its claws wouldn’t be able to penetrate the thick skin before it gives up its attack. Hippos have antibiotic substances in its skin with incredible healing power. It has a very tough skin and the reason traditional African leaders cover their shields with its skin. The national geographic scientific technology discovery has proven it right.

Hundreds of torture victims are uncertain of getting justice from the Uganda government’s human rights watchdog in nearly half a year because President Museveni has delayed to appoint new commissioners to hear their cases.

Uganda Human Rights Commission reported 476 accumulated complaints. Many complaints mainly about torture by security organs have been filed since January to-date.Ms Ruth Ssekindi, the

Why have other groups behaveddifferently?
The battalion, which misbehaved in Namukora, was battalion 35 not 31. But,we arrested them. But the local leaders misled the people -- there was nomisbehaviour with impurity. … Some northern Uganda politicians alleged we hadviolated the 1985 Peace Accord. …But the Lakwena rebellion although initiallypopular, after 2 or 3 years people found out the war was (i) going nowhere, (ii) itwas not true that revenge was taking place, and (iii) that they weresuffering lots ofcausalities. Hence UPDA's Kilama, Angela Okello, and Charles Alai came out ofthe bush. After that the war became unpopular. The LRA beganatrocities (cuttinglips and ears), because of the opposition by the people. …
I do not agree with those people who say there is general support in Acholi,but there is some support from a bunch of leaders from certain areasbecause of theirhatred for the NRM. Their case is based on lies. That is why Idisagree with the DP,which I joined in 1960 because they said anything against Obote isgood, that is whythey supported Amin. I was the first person to oppose Amin, he ruled me for oneday. He took power on 25th January 1971 and I left the country on 27th January1971. I do not agree that "both sides" are committing mistakes. … We are notcommitting crimes. …
From 1989, the groups in northern Uganda became criminal. Lakwenaconfused people about shea-oil protecting their bodies. The army mowedthem downat Corner Kilak when they tried to attack it. We counted 1,000children who tried toattack the army. But she did not commit crimes. The people do not support therebellion -- but leaders do: (i) by inaction and (ii) by confusing theinternationalcommunity by going to embassies. Obote abrogated the 1962. On the other hand the 1994-5 Constituent Assemblywas legitimate. Therefore, anybody engaged in rebel activity is atraitor becausethere was no cause, which could not be addressed constitutionally.The question issometimes asked: Why has the Kony rebellion persisted. There are five reasons:
􏰀 The Sudan factor-who sent Odong Latek, to attack us at Bibia on 22nd Aug.1986. They also tried to develop a front in West Nile and sent ADF throughKasese;
􏰀 Poor road infrastructure-we have built roads from Pabbo-Amum-RhinoCamp, another from Pader to Kalungu … These roads will help solve theproblem of Sudan;
􏰀 Under spending on defence since 1991. At this time we had a large infantryof about 100,000 but it was expensive and ill equipped. Therefore, we had toreduce the numbers, save money and buy better equipment. In 1996, Sudanunleashed the UNRF II of Bamuze to attack us in West Nile and a secondfront to Acholi. Therefore, how did West Nile get peace? It was by using thatharmer. The mistake happened when the donors came to disrupt our plan bybudgetary deductions. That is why the threat has persisted. Our going to theDRC was to deal with Sudan. We were out-stretched to deal with the LRA;􏰀 Weaknesses in the Army: (i) Drunkenness, (ii) Corruption, (iii) HIV/AIDS;We are now dealing with this;
􏰀 The cover up of Kony atrocities by Acholi political leaders who spoke of"another way" Amnesty!!! "Some one who has killed people in cold blood tobe given amnesty"? Sure? But there was pressure for me to accept "Amnestyfor All." It has never worked anywhere. I agreed due to pressure - but evenafter this Kony continued killings. "These apologists confused a lot ofpeople." Now they want a "high level team" so I appointed Kategaya, Saleh,etc [PPT], because of all of this diversion. Then some people (OkumuRegan) spoke of "Kony who was misled." … I gave them my phone numberbut no communication. I am in a process of writing a confidential documententitled "From Mistake to Mistake", addressed to a number of friends torefute the idea of working on mistakes. Opoka, Bataringaya (from Alero)joined Kony. They were instructed to "re-orient" LRA into a respectableorganisation". They were killed.
Nevertheless we shall defeat Kony. What is required in the short run: -i. Relief . . .ii. Road infrastructure,iii. Mechanised production from the camps into big farms (SSP). I toldDr. Kazibwe to do this five years ago, but something else happened.The land is still owned by clans. There should be right Owners inshort-term. This will also help to control securityiv. Support the Army.
The money we have in the budget is enough to finish the problem of Kony solong as other security situations remain good: DRC; Sudan.
We are on a peacetime budget when we are at war. It is 2.5 of GDP. If Sudanpersists in supporting LRA, I shall recommend that we embark on "PartialMobilisation." … There is this talk of the "cycle of revenge".Where is this? Whohas NRA revenged against? We execute our soldiers who engage in killings. … Inthe medium-term, I presented a 12-point programme to President Bush.It is with theminister who shall hand it out to you. … There is now a campaign against thehelicopter gunship, which help the children to escape when the banditshave hiddenfrom them. These are silent supporters of terrorism. Kony is a criminal.
Kony's incursions in Teso and Lira were intended to disorganise our forcesso that they can enter Acholi more easily. I intend to go back toAcholi and deal withthe situation. The situation in Gulu is now a little quiet. Because of"zonalisation"there has not been much trouble. … There is a decampaigning of the IDPcamps, butthey have saved a lot of youths from abduction. … There are now198,000 childrenin UPE, compared to 71,000 before UPE. … I got these figures this morning fromthe LC5 chairman. There is progress that has been made.
